The Strategic Plan IS meant to give a full picture to the people of the region so you can decide what decision to make. The plan explains the financial issues that threaten to undermine our success and prosperity. Rather then take the network for granted, we are leading the debate about how we will invest in our future.

The Strategic Plan IS NOT intended to prescribe solutions to specific routing and maintenance challenges. There is no chance that we can fix the current problems without first facing the financial issues that are contributing to the problems.
